Talk with the clerk Bartolomeo in the Arrivals section of the Air Travel Agency with the Shell Shield equipped. This triggers a cutscene where an NPC named Evrain appears. You exchange greetings and then he finds his own way to the tavern where Powhatan is waiting.

Talk to Powhatan again to complete the quest.
